Subject: Announcing a 2nd public notice, public comment period, & public hearing for the Powertech Centennial Class V draft permit for proposed reinjection of groundwater from an aquifer pump test.

Hello everyone,
Because you either attended the first public hearing or provided
comments on the subject permitting actions, I am sending you this email
to let you know EPA Region 8 is reissuing the draft permit a second
time. The reason for doing this is to correct the use of multiple permit
numbers in the first draft permit, as explained in the attached public
notice. The attached public notice was published in the Greeley Tribune
on Friday, November 20. The public hearing will be held in at the Nunn
Community Center on Monday, December 21 at 6:30 pm. The community center
is located at 185 Lincoln Ave in Nunn. Please note that the Draft Permit
and the Statement of Basis are the same as the documents you saw before,
except for corrections of minor typographical errors and the corrected
permit number. The many, very good comments we received during the first
public comment period and public hearing are NOT addressed in this 2nd
version of the draft permit. The response to these comments will be sent
at the same time the final permit decision is sent out.
The administrative record for this 2nd draft permit includes the same
documents as before:
the permit application, the draft permit, the statement of basis, and a
report with geologic information.
It also includes additional information that EPA requested from
Powertech to help address the comments received. This additional
information includes mechanical integrity test information on the
proposed injection well, a more site-specific geologic cross section,
and the pumping test plan. Also included is the document Powertech
prepared for the Colorado Division of Reclamation, Mining, and Safety in
response to their comments on the pumping test plan. This information is
available for review at the two local libraries mentioned in the
attached public notice. It is also available for review at the EPA
Region 8 library in Denver. The information will also be posted on the
EPA Region 8 underground injection control program website by the end of
today, I hope. I will send you all a link to that website once the
information is posted.
